BALOCHISTAN residential colleges (BRCs) in Loralai, Khuzdar and Turbat are playing a vital role in imparting and promoting quality education in the remote and underprivileged areas of the province.
Out of three institutions, BRC in Loralai has always clinched top positions in the SSC and FSc examinations held every year under the Board of Intermediate and Secondary Education (BISE), Quetta.
Since their inception, these institutions have been receiving regular budgets under secondary and higher secondary heads.
At the meeting of the board of governors held in April 2009 it was decided that the colleges would be given budget under a regular scheme and the employees would as usual get their salaries and other fringe benefits through the treasury. But all of a sudden the same governing body at its meeting held on Jan 13 retracted its previous notification of regular budget and decided to convert it into grant-in-aid which would be effective from July.
The painful decision of the board of governors has spread a wave of disappointment, consternation and unrest among the employees working in these institutions. The decision of replacement of fund providing mechanism is a great blow to the employees, especially those who left government jobs in Balochistan and other provinces and joined this service. As the institutions have no fund generating sources, they will have to increase students’ fees to meet their requirements and if they do so, the poor and penniless parents will directly suffer.
Besides, some two dozen people, including officers of grade-19 and grade-20, have been retired from service. They are getting pensions according to government rules. Their pensions can also be affected.
